Ilham Shahbari brings extensive experience in public policy, government and social development. Throughout her career, she has worked at the intersection of research, policy and implementation, leading national and local initiatives that expand opportunities for children, families and communities.
Before joining the Van Leer Foundation, she held roles across the Israeli public sector, including at the Prime Minister’s Office, the Ministry for Social Equality and the Ministry of Economy. Her work focused on building partnerships across government, local authorities, academia and civil society, navigating complex policy challenges and translating policy into practical and meaningful change.
She holds a PhD in Social Sciences and two master’s degrees in Educational Management and Public Policy Management. She is passionate about bringing people and institutions together to create more inclusive conditions in which children, families and communities can thrive.
