Sampath is a transformative leader in the Indian Administrative Service with over two decades of governance and innovation experience. He is currently pioneering the Early Childhood Development (ECD) Mission in Meghalaya-India.

Sampath’s leadership extends to building institutional capacity of the state government through the State Capability Enhancement Project (SCEP), now institutionalized as the Government Innovation Lab (GIL) in Meghalaya. This initiative has been pivotal in addressing complex human development challenges, including managing the COVID-19 pandemic, reducing maternal and infant mortality, and boosting child immunization rates.

A Harvard Kennedy School alumnus, Sampath combines global insights with local realities to foster inclusive development. In quieter moments, he draws inspiration through his walks amidst Meghalaya’s lush landscapes, fueling his belief in the power of early interventions to transform communities and nations.
